The distinctive exterior building materials consist of custom colored, split-face concrete block with horizontal precision block and black granite banding. Red granite rosette and spectraglaze masonry are also use to highlight window openings and columns. On the interior, split-face block and granite panels are used to form sculptural, curved walls at the lobby and council chamber.
